The Baltimore-Kawasaki Sister City Committee (BKSCC), a founding member of Baltimore Sister Cities, was established in 1979 by Mayor Donald Schaefer to foster a sister city relationship between Baltimore and Kawasaki, Japan. 

BKSCC engages in cultural programs to support this relationship and offers various Japanese events to Baltimore residents.
